Who We Are

Our Mission

Israel is under attack, surrounded by enemies, and the most vulnerable live in the heartland of Israel. Israelis who want to live in peace in their homeland often have to pay a heavy price due to terror. The Shiloh Israel Children’s Fund was created to enable healing and the easing of trauma from terrorism in children, so that they can grow into adulthood with a brighter future. Through our work, we are also rebuilding the biblical heartland of Israel through the resilience of these children and our communities.

The vision of the Shiloh Israel Children’s Fund is to enable generations of children not to be victims. Our deepest trauma can either define us or refine us into who we are supposed to be. These children cannot find healing alone; they need our help to work through the pain into restoration. The children of Israel are called to be a light unto the nations, and we work tirelessly to spread peace and harmony in the biblical heartland of Israel.

The Attack

It all began when David Rubin, former mayor of Shiloh, Israel, was attacked by Islamic terrorists. His car was showered with bullets and it was a miracle that he was able to make it to the closest community up the road. David’s three-year-old son was in the car with him, and he was struck by a bullet that missed his brain stem by 1 millimeter. After all of the surgeries and physical recovery, it was clear that this young child needed therapy to work through the trauma.

It was then that the Shiloh Israel Children’s Fund was born to support therapeutic, educational, and recreational projects to build a brighter future for the children of Israel. Watch as David Rubin recounts the attack and thanks God for saving him and his young son from the evil of terror.

Our Team

David Rubin

Founder and President

David Rubin is the founder of the Shiloh Israel Children’s Fund and a former mayor of Shiloh, Israel. After surviving a terror attack with his young son in 2001, David established SICF to help children heal from trauma through therapeutic and educational programs in Israel’s biblical heartland.
 
He is the author of seven books, including Trump and the Jews and Confronting Radicals: What America Can Learn from Israel. A frequent commentator, David has appeared on Fox News, Newsmax TV, and numerous other television and radio programs. His articles have been published in The Jerusalem PostIsrael National News, and many other outlets. A featured speaker across North America and beyond, David is known to many as the “Trusted Voice of Israel.” 
 
Born and raised in the United States, he now lives in Israel with his wife Lisa. Together, they have raised six children in a neighborhood overlooking the historic site of Ancient Shiloh—the location where the Tabernacle stood for 369 years during the time of Joshua, Hannah, and Samuel the Prophet.
 

Chava Kleinman

Vice President

Chava Kleinman, M.S.W., is a social worker with over 25 years of experience in Israel. She is deeply committed to supporting individuals, families, and communities through times of crisis and transformation. Throughout her career, Chava has spearheaded wide-reaching crisis intervention initiatives. Since October 7th, she has been at the forefront of both local and national efforts, offering critical expertise and developing comprehensive trauma-response programs to support affected individuals and communities.

Originally from Montreal, Canada, Chava has lived in Shiloh for nearly 30 years with her husband, Daniel, where they have raised their five children. Her deep professional expertise is complemented by a personal connection to the challenges faced by Israeli families—as a mother and wife of IDF soldiers. This experience has further fueled her compassionate leadership and unwavering commitment to resilience and healing.

In addition to her hands-on work in the field, Chava is also an accomplished author, educator, and international presenter.

Tova Rosenstock

Executive Assistant

Tova Rosenstock has been a valued member of the SICF team since 2018. Based in our Florida office, she is responsible for the smooth and accurate processing and recording of all donations received from the United States, as well as most online and telephone donations from around the world.

Her dedication and attention to detail help ensure that the SICF operation runs efficiently and reliably.

Originally from New York, Tova now resides in Florida with her husband and four children.

David Rubin

After two years of operations, post-trauma therapy, and doctors’ visits that healed both him and his son, David began delivering his heartrending testimony to people around the world – spreading the truth about what’s really happening in the Land of Israel and encouraging others to give the children of Israel a brighter future. David is an American-Israeli activist, philanthropist, and author. He is a former mayor of the Israeli town of Shiloh and the founder of the Shiloh Israel Children’s Fund.

David Rubin has become an unofficial spokesman for Israel and the biblical heartland of Israel, with his books that speak the truth about what’s really happening in Israel and the Middle East. Rubin also has written extensively about the Israel US relationship, as well as the very real threat of Jihadist Islam to Judeo-Christian civilization. He produced a film based on his book, Confronting Radicals: What America Can Learn From Israel.
